In 2016, SPA and MEAA agreed to ATRRA 2016 - a digital overhaul of the cast rights agreement. ATRRA 2016 cleared double the number of broadcast plays, halved the licence period, permitted first release on streamer, freed-up content for relicensing, and remunerated cast for free streaming. But is it already out of date? ATRRA 2016 is based on a 3-year first window period, then cast residuals apply for continued use on that platform - 20% of the gross re-license fee. The problem is that streamers won’t accept a 3-year term. How does a streamer commission fit into ATRRA 2016?
