Tim is the CEO of Fulcrum Media Finance. He has worked as Head of Business Affairs at the Australian Children’s Television Foundation and lead the Games, Online Production, Business Affairs, Producer Offset and International Co-productions teams at Screen Australia. He has worked for the Australian Government to establish the Digital Games Tax Offset and consulted for New Zealand Government Agencies.
Tim also helped develop Australian Government responses to the COVID-19 pandemic which helped keep local films and series in production during 2020 and 2021.
Liberty has a wealth of knowledge and experience with foundations in payroll, accounting and administration.
As Incentives Manager, Liberty and her team specialise in navigating all of the complexities of the tax rebate applications; focused on maximising returns via detailed analysis and removing the stress of the application process.

Pip Williams is a finance expert with an impressive track records of success working for large corporations and SME’s, both locally and internationally (US and UK). After years of a flourishing career as Senior Finance placements, Pip had an unyielding drive to create something as her own. Pip took the leap with a long term colleague to purchase an IT software business serving Tier 1 + 2 Telcos in Australia and New Zealand. Later they expanded their interests in a new industry and created a start up, taking on the challenge to educate the market in order to sell their solution. This business expanded quickly into the UK and Europe and moved in to product design and manufacturing based in China.
More recently, after a stint in the US, Pip has returned to her foundations in film (having once been a film auditor) and now represents Entertainment Partners powered by Moneypenny, managing the Post Production team. The team is dedicated to Prep – Wrap and Post Production services, providing end to end solutions, working closely with the Training and Incentives teams for an integrated and more efficient result. Her team focuses on bringing successful solutions for TV and Film across both scripted and unscripted mediums on budget and on time.
Pip holds B.Business (Accounting), Masters in Organisational Leadership, and a number of post graduate certifications in Executive Coaching, accounting and legal studies. Andy Barclay is the Manager of Business and Legal Affairs at Screen Producers Australia. Prior to joining SPA, he practised as an entertainment lawyer, at Cole Media & Entertainment Law, specialising in film and television production.
While at CME Law, Andy worked closely with his clients across all stages of production, from development to completion, and legal delivery of the finished projects.
His production legal credits include Bosch & Rockit (2020), Gold (2021), and The Tourist (2022).
